What is NQI PEP?
NQI's Progressive Excellence Program (NQI PEP®) is the implementation model for the NQI Framework for Organizational Excellence that helps nurture a quality and/or Healthy Workplace® focus. The Framework is a comprehensive and practical framework for improvement. The Principles for Excellence permeate the six drivers to form the foundation for long-term improvement, and to achieve sustained organizational performance and results. It also serves as the basis for adjudication of the Canada Awards for Excellence program.

NQI PEP® is a four-Level implementation program for organizational excellence leading to the Canada Awards for Excellence (CAE).

NQI PEP® is an implementation roadmap for the Canada Awards for Excellence Frameworks that are provided by NQI. Each Framework contains a set of Criteria for organizational excellence. NQI has developed approximately 15 CAE Frameworks, and has customized them for various sectors, and for each of NQI's product streams: Quality, Healthy Workplace®, and the "integrated" stream which is known as Quality & Healthy Workplace®. Some examples are:

NQI has developed NQI PEP® implementation programs that accompany most of the CAE Frameworks. NQI PEP® is a strategic approach that organizes the Criteria into four logical, sequential Levels, each one building upon the previous. This helps organizations to implement the program in small, doable steps.
By the end of Level 4 an organization has fully implemented all the Criteria. NQI PEP® is not intended to replace other existing quality initiatives in the organization such as ISO, Six Sigma, Lean, etc. Instead, NQI PEP® helps to "connect the dots" and provides an overall global approach to achieving organizational excellence.
NQI PEP® Tool Kit
In order to assist the organization on its journey, NQI provides a series of NQI PEP® Tool Kits to facilitate implementation. Each Tool Kit includes the following:
- a copy of the Criteria related to the applicable Framework
- a Guide to assist in the interpretation of the Criteria
- one or more Assessment Workbooks to assist with team input and dialogue when completing an assessment against the Criteria.

LEVEL 1 | Foundation
Level 1 focuses on your organization’s approach to excellence. You demonstrate a commitment to continuous improvement and are implementing a long-term strategy.
LEVEL 2 | Transformation
Level 2 builds on the foundation of commitment. You show a wide understanding of your approach to excellence and can demonstrate improvement and good results in several key areas.
LEVEL 3 | Role Model
At Level 3, your organization demonstrates wide implementation of its strategic focus on excellence through understanding and applying NQI criteria, with positive results achieved in all key areas.
LEVEL 4 | World Class
Level 4 builds on the other levels. Your organization can demonstrate that it has achieved good to excellent overall results and trends from improvement efforts.

Getting Started
- Before an organization can commit to the NQI PEP® journey, management will want to understand the NQI Criteria for organizational excellence, and how the NQI PEP® program can help them to move forward in realistic, doable steps. NQI training workshops can assist at this stage.
- Prior to moving forward with NQI PEP® implementation, it can be helpful for the organization to have a reality check of where it is when compared to the NQI Criteria. The Base-Line Review has been designed for this purpose.
- The organization launches NQI PEP® and develops its improvement plan. Training sessions and consulting services are provided by NQI.
- The organization continues to use NQI PEP® for implementation, follow-through, and for measurement. The organization celebrates its achievements along the way by applying for NQI PEP® or CAE certification for completed Levels.
